The Programme analysis of the socio-economic situation of the border region sets out a common strategy for remedying problems identified and formulates joint thematic priorities for development.

As specified in the Programme document, its implementation is carried out through calls for proposals. The calls are launched at regular intervals in order to fund cross-border cooperation projects that will contribute to achieving the strategic objectives agreed upon by the participating countries. The objective of the Call for Proposals is linked with the overall object of the Programme: sustainable development in the cross-border area between Bosnia and Herzegovina and Montenegro is promoted by the implementation of common actions based on an efficient use of the comparative advantages of the Programme area.
